April, 2000, in Cochabamba, Bolivia, people went to the streets to protest against the rising cost of water — against the new, private water works and the legislation that enabled it. Over a billion people worldwide have no access to safe drinking water. At least twice that number are not connected to a sewage system. And every 15 seconds on average, a child dies of the effects of contaminated water. Population growth and pollution have resulted in demand outpacing supply. That instantly turns water into a commodity to be traded on the global economy.Water is the liquid gold of the 21st century, but can anyone own water?
