During his first term, the republican majority challenged the president Bill Clinton on everything from health care reform to troop deployment in Iraq. Republic initiated investigation like White Water that questioned the president’s integrity. As 1997 began, all sides were plugging cooperation, but within weeks those good intentions would be tested as congress revived the contentions fight over how to balance the budget.
